One of the many powerups, i.e. items based on the Powerup class. While an item of this class is placed in an actor's inventory, the actor will be affected by it. Usually powerups are given through a PowerupGiver, but they can be given directly as well (see here for more details).
PowerDoubleFiringSpeed halves the tic duration of each state of its owner's weapons when firing, increasing firerate. Note, it will have no effect on states with a duration of 1, since fractional tics are not possible.
Note: The actual effects of this powerup are NOT handled in the powerup itself. Instead, they're a part of the PSprite class code. This happens in its Tick override, as can be seen here.
